Find a route where you can enter and leave the route with nearby grass. To start this, Ecruteak City is a good place as the south side of this city has nearby grass. Take about 20 steps in the grass with the repel. If no Pokemon appear, Raikou or Entei are not there, so leave the area and return back.
The biggest weakness of Raikou is Ground.
Since its weakness is Ground-type moves, you may need some Ground Pokemons Mammoswine, Rhyperior, Excadrill, Garchomp and Groudon. Even if you don't have these Pokemons, try to stay on the Ground as much as possible. You could use a Krookodile if you have one.
